In a large content cleanup, which pages should you remove and which should you merge?

Short answer: The decision rests on two questions: does the page have provable value (traffic, links, conversions, a business function), and does its topic overlap with another page? No value means remove, overlap means merge.

A practical decision framework

  • Merge: pages targeting the same intent and splitting the ranking signal; keep the strongest URL, redirect the others to it with a 301 and move their unique sections over
  • Remove: pages with no traffic, no external links and no business function that are not worth updating; close them with a 410 or an appropriate 301
  • Update: pages with a valuable topic but weak content; rewriting is usually safer than deleting
  • Leave alone: longtail pages with little traffic that still produce conversions or links

Run the cleanup in waves, not in one pass: a small group first, then measurement, then expansion. Export the full inventory before each wave so a wrong removal can be reversed. Update internal links and the sitemap after every wave, otherwise the gain stays incomplete.
